AB 2 (De La Torre-D)
Summary: Relates to licensure and regulation of health care service plans and health insurers. Requires establishment of information and health history questions to be used. Requires completion of medical underwriting prior to issuing a contract or insurance policy. Prohibits a plan or insurer from canceling a contract or policy unless specified conditions are met. Requires certain notices to subscribers. Provides a specified plan review process. Provides penalties for certain actions regarding the review process.

AB 119 (Jones-D)
Summary: Relates to licensure and regulation of health care service plans and an exception for differentials based on specified statistical and actuarial data. Eliminates that exception. Prohibits insurers from charging a premium, price or charge differential because of the sex of specified individuals.

AB 360 (Ma-D)
Summary: States that the Legislature encourage the State Teachers' Retirement System to conduct a study that would examine the feasibility and cost-effectiveness of either creating a new program for part-time instructors or making appropriate modifications to the Defined Benefit Program to more appropriately reflect the career of a part-time instructor.

AB 368 (Skinner-D)
Summary: Relates to oil, gas and mineral leases on public lands. Deletes provisions referring to zones and geographical horizons of a parcel. Makes a quitclaim or relinquishment effective upon required abandonment of facilities and any required reclamation of the lease premises as approved by the State Lands Commission. Prohibits the quitclaim or relinquishment from releasing the lessee or their surety from liability for the breach of a lease obligation if the lessee is in default at the time of the approval.

AB 718 (Emmerson-R)
Summary: Creates the Inland Empire Health Plan E-prescribing Pilot Program to promote health care quality and the exchange of health care information, including electronic prescribing. Requires the Inland Empire Health Plan to select, through a competitive bid process, an entity with specified certification to administer the program and to submit a report to the Legislature regarding the goals and results of the program and whether the program should be extended. Provides an exception. Provides federal funding.

AB 773 (Lieu-D)
Summary: Requires, within a specified period of days of the issuance of a class AA or class A violation citation against a long-term health care facility, the cited facility send notification to all residents and patients and to the primary contacts listed in the admission agreement of each resident and patient. Allows the Department of Public Health to access an administrative penalty if the facility fails to send the notifications. Allows waiver of the penalty.

AB 786 (Jones-D)
Summary: Requires individual health care service plan contracts and health insurance policies to contain a maximum limit on out-of-pocket costs for covered benefits provided by contracted or in-network providers. Requires the development of standard definitions and terminology for benefits and cost-sharing provisions applicable to such plans and policies. Requires specified reporting. Requires the contacts and policies be categorized into coverage choices. Requires a public uniform benefits matrix be developed.

Summary: Amends the Teachers' Retirement Law. Permits any member who retires on or after a specified date and has a specified amount of credited service to receive additional increases in their retirement allowance.

Summary: Requests the President and Congress to enact the Social Security Fairness Act of 2009, which would repeal the Government Pension Offset and the Windfall Elimination Provisions from the Social Security Act.

SB 196 (Corbett-D)
Summary: Requires a hospital's notice of a planned reduction or elimination of the level of emergency medical services must be provided a specified number of days prior to the action. Requires a notice to all hospital employees. Requires the hospital provide a public notice of, and hold a specified number of public meetings on, the intended change in a manner that is likely to reach a significant number of residents of served community. Requires the same meetings for any health facility downgrade or change.

SB 316 (Alquist-D)
Summary: Amends the Knox-Keene Health Care Service Plan Act. Requires full service health care service plans and insurers to expend on health benefits a specified percentage of the aggregate dues, fees, premiums, and other periodic payments they receive with respect to plan contracts or policies issued, amended, or renewed. Requires those plans and insurers to annually provide written affirmation of compliance to the Department of Managed Health Care or the Department of Insurance.

SB 810 (Leno-D)
Summary: Establishes the State Healthcare System to be administered by the newly created State Healthcare Agency under the control of a Healthcare Commissioner appointed by the Governor. Makes all residents eligible for specified health care benefits under the system, which would, on a single-payer basis, negotiate for or set fees for health care services provided through the system and pay claims for them. Extends the application of insurance fraud laws to providers of services and products under the system.
